VICTORIAN prisoners face ''grossly inadequate'' mental healthcare, and high rates of hepatitis among prisoners pose a major threat to the public health system, according to an Ombudsman's report.
Ombudsman George Brouwer's report, tabled in Parliament last night, warned that high recidivism rates meant a significant impact on the wider community.
